Lviv Increases Water Rates: What We Know About the New Tariff

Starting August 1, new tariffs for centralized water supply and sewage will come into effect in Lviv. The corresponding decision was made by the executive committee of the city council on July 24. The total cost of services will be 56.38 UAH per cubic meter, including VAT.

As reported by Delo.ua, the executive committee of the Lviv City Council made the decision during a meeting on Friday, July 24.

The total cost of services for the population will be 56.38 UAH per cubic meter, including VAT.

After reviewing the tariffs, Lviv residents will pay:

  • Water supply -- 36.04 UAH/m³;
  • Sewage -- 20.34 UAH/m³.

The previous water supply tariff in Lviv had remained unchanged since the beginning of 2022 and was 25.88 UAH per cubic meter, one of the lowest rates among major cities in Ukraine.

Lvivvodokanal explained that the need to revise tariffs is due to the rising costs of electricity, materials, fuel, increased labor costs, and taxes. At the same time, the company notes that the new tariff only covers current costs for maintaining water supply and sewage systems without funding for network modernization or investment projects.

According to the director of Lvivvodokanal, Dmytro Vankovych, Lviv has the longest water transportation system among major cities in Ukraine, which requires significant electricity costs and constant technical maintenance.

"The tariff of 56.38 UAH will only cover expenses for electricity, salaries, fuel, and reagents. There is no investment component in it," he noted.

At the beginning of July, Lvivvodokanal submitted calculations for the new water supply and sewage tariff to the Lviv City Council. At that time, the company explained that the economically justified tariff, fully covering expenses for electricity, fuel, reagents, labor, repairs, and network modernization, should be around 100 UAH per cubic meter.

Now, the water supply and sewage tariff in Lviv is 25.88 UAH per cubic meter and has remained unchanged since the beginning of 2022. This is one of the lowest rates among major cities in Ukraine. In terms of service costs for the population, Lviv is only surpassed by Vinnytsia, where the tariff is 25.62 UAH per cubic meter.

In 2026, territorial communities were granted the right to set their own tariffs for water supply and sewage. At the same time, even with the increase to 56.38 UAH per cubic meter, the Lviv tariff will remain lower than in many other cities in Ukraine, where the cost of these services already ranges from 56 to 139 UAH per cubic meter.

Ukrainian water utilities are widely announcing plans to raise tariffs for consumers this summer. In some cities, the cost of one cubic meter of water may more than double.

Previously, tariff increases were blocked at the political level, but this year the Verkhovna Rada decided that tariff changes could be made at the local level. The National Commission for State Regulation in the Spheres of Energy and Utilities (NKREKU) only checks the correctness of calculations, while the decision to change tariffs is made at the level of local authorities.

Starting June 1, 2026, the first stage of water tariff increases began in Ukraine since the start of the full-scale invasion by the Russian Federation.

In Pavlohrad, water prices rose to 113 UAH, in Drohobych to 87.3 UAH, in Zaporizhzhia to 69.3 UAH, in Chernivtsi to 63.5 UAH, and residents of Borodyanka in Kyiv region will pay a total of 139.3 UAH per cubic meter starting July 1.

Additionally, deputies of the Lutsk City Council decided to increase tariffs for centralized water supply and sewage. Now local consumers will pay 67.42 UAH per cubic meter instead of the previous 28.42 UAH.

For residents of Uzhhorod, the price of water has increased from 42.86 UAH to 76.03 UAH per cubic meter.
